That is an Indian casino. It can be land based. Just like Paragon in Marksville.

Not every truck stop. You have to have a liquor license to have poker machines. Not every truck stop has a liquor license

It isn't "just video poker/slots". 80% of a casino's money comes from slot machines. They only have tables and dealers so it will like like Monte Carlo Vegas Showboats on the River Mr. Beauregard suh, instead of just a trashy truck stop with slot machines.

The liquor license allows a business to have up to 3 video poker machines.

Truck stops can have a higher amount, determined by the amount of fuel they sell.

My favorite loophole on this was places would get multiple liquor licenses for separate but “connected” businesses.

But are they really floating or are they just built on the dock of the river?

What about Margaritaville and Treasure CHest in Shreveport? I hadn't been to Shreveport in forever but was shocked at how many casinos are there. They're everywhere up there.

Yeah Monroe has been trying to get one for some time now. It is brought up every now and again but usually gets shot down because a lot of the population in Monroe and surrounding areas doesn't want one. I've been told its pressure from certain religious groups that block it each time.

LA can have one land based casino. All the others technically float.

They actually float. They have huge fixed chains holding them in place and the water level is controlled by the coffer dam so its at s constant level.

When the river rises and it goes over the top edge of the cover dam, the casino doesn't rise any higher. It has enough sidewall for it to stay at same height and river rises around it because the chains don't let the barge rise any.
