Why can NOLA have Harrahs? (How is it legal)

Obviously it’s not on an Indian reservation, and it’s not floating like treasure chest, so how did NOLA get harrah’s passed?

Edwin pushed it through he wanted a high roller Monte Carlo type casino in New Orleans. He loves gambling. Didn't quite work out

Edwin knew if there was only going to be one land based casino license allowed he'd have additional leverage to extort money from the gaming corporations.

Harrahs received the rights to operate the only land based casino in the state for a term of 30 years. They are just over halfway through.

Those that write the laws can make the rules. According to our state constitution, gambling is illegal within the state. So, we don't have gambling, we have "gaming".

The one in BR sits in a concrete pool too. Floats and can easily be made solid structure when the laws change.

Look At a satellite photo and you can see the square part (casino floor) that is floating. Everything else is on land except the casino floor. There's a gasket like seal you can notice as you step into casino if you look for it. It's well disquised, but you can see it.
