What car manufacturers are giving good deals to new grads?

My son graduated from college last year and is currently living in San Diego. He got t-boned last month and his car was totalled.
He was looking to get a slightly used Kia Optima, but all of the interest rates for loans on used cars are 12% plus, because he has no credit history.
I have suggested that he check out new cars, because they may have special pricing/financing deals for new graduates with no credit history. He has a solid job as an officer in the Navy.
Does anybody have any experience with which manufacturers are aggressively going after recent grads? I googled it, but many of the manufacturers just say, "Special flexible financing for new grads". I know the manufacturers want to establish brand loyalty, and give good deals, but some may be better than others.
He doesn't really care that much about the car, itself. He is looking for something reliable that will last a long time. A Honda Civic, or something similar.

I know VW offers their best financing promo (typically 0%) to new grads. Likely extends to Audi too.

According to the OT he should pay cash, and if he can't afford it he should walk

The same ones that are running "sales". Call ANY dealer in ANY town and ask them:
"Are y'all having a sale today?"
Promise you, the answer is:
"Yes. Yes we're are. "

Navy Federal will give a 2.79 interest rate.

I think most of them offer discounts to service members and recent grads.
