Vigilante was a poor word choice, but I get the sentiment - regular citizens doing the work of the government because the government response is inadequate.

ETA - To be clear, the government response has been great thus far, but it is inadequate considering the scope of the disaster. This isn't a knock on the local/state/federal response.

Also...is she thinking that they are now called in by the government rather than being what they actually are, private citizens (people) helping other people?
