The deal they had worked out was that Andy could only take the state job if he took Beau with him. Paul is pissed and is playing Beau out of spite.

I don't really have an issue with this. A big competitor calls to tell you they are interested in your best employee- frick yeah I'll do everything I can to dissuade them. I find out they have already been talking and a deal is done? fricking war is on.

You are missing the subtext.
Mainieri's point was that they were very far down the path. He asked the questions he did to confirm that Cannizaro and State had already talked seriously about the job. The call for "permission" was done out of order and that's something Mainieri and Cannizaro agreed wouldn't happen.
