It kind of makes sense now.
They knew the audit would not go in their favor because of the secret meeting. So they were pushing for the tax to be voted in favor of before the audit findings could come out.

This gets more outlandish by the day. Mr Chambers fb page is cringeworthy at this point. Everyone has their opinions but they don't have a leg to stand on in this situation.
