H-1B Visa Bill Introduced In US, Minimum Pay More Than Doubled

Does it this mean that only new H1-B visas must pay at least $130,000? I don't understand the "exempt from...attestation requirements".
quote:
Washington: A legislation has been introduced in the US House of Representatives which among other things calls for more than doubling the minimum salary of H-1B visa holders to $130,000, making it difficult for firms to use the programme to replace American employees with foreign workers, including from India.
quote:
The High-Skilled Integrity and Fairness Act of 2017 introduced by California Congressman Zoe Lofgren prioritises market based allocation of visas to those companies willing to pay 200 per cent of a wage calculated by survey, eliminates the category of lowest pay, and raises the salary level at which H-1B dependent employer are exempt from non-displacement and recruitment attestation requirements to greater than $130,000.
This is more than double of the current H-1B minimum wage of $60,000 which was established in 1989 and since then has remained unchanged.

The bill would require that employers first offer a vacant position to an equally or better qualified American worker before seeking an H-1B or L-1 visa holder. It would also establish wage requirements for L-1 workers and improve H-1B wage requirements to encourage companies to hire qualified American workers and prevent them from using foreign workers as a source of cheap labour.

So the argument is that if raise the minimum salary for a foreign worker to $130,000, no company will want to hire them? Sounds like an arse backwards way to approach it, but if it works?

Oh my. Mr. Zuckerberg and friends definitely aren't going to like this one.
Wouldn't really affect the upper level movers and shakers, but that will definitely hit the bottom line when it comes to their day to day code monkeys.

Don't support at all. Tech labor from india has played a large role in the growing affordability of information devices and technology for US consumers. You raise those input costs and it will get ugly with the consumer backlash

This wont effect high end H1Bs that work at Facebook, Google etc
This is GREAT news for middle class skilled workers in America though. Absolutely GREAT news.

Haven't read the bill, but it sounds like this is only for H-1B dependent employers. These are businesses that apply for tons of H-1Bs every year.
I find it hard to believe they would draft this to include the small businesses who are just looking for a qualified engineer out in the boonies.

That's what I said yesterday (and several others). Make wages similar between Americans and H1B to make it an even playing field.

They should have multiplied the $60,000 base minimum to the inflation rate.
FWIW, in 1989 $60,000 is worth $116,132.42 in 2016.

Dems always call for wage increases.
How can they oppose this?

About time. $60k to $130k seems alarming, but it equals to 2.8% increase yearly over 28 years.

This needs to be coupled with 0% corporate tax rate.

The lobbyists love it because they can guarantee a minimum of the inflation growth rate into their clients profits YoY.
