Depends on how you define fiscally conservative and socially liberal.
For instance, some claim that universal healthcare and government funded education is a social issue and not a fiscal one.

Question is way too broad to answer. Short answer is you be anything you want to claim to be. Implementing socially liberal policies while being fiscally conservative is impossible in certain circumstances.
I find both labels to be be devoid of any real meaning.

I'm close to that. Fiscally conservative and dgaf socially. I don't care who someone bangs or marries, or what their religion is unless it is negatively impacting me in some way. If it doesn't affect me and you aren't hurting others, I simply don't care what you do.

I am a big fan of small government, safety nets designed for true problems (loss of industry, injured on job, etc.), and not making laws for the 2% of the population that completely effects the other 98% .

Here's the beauty of it - you can have whatever convictions you have. You don't have to fit a label.
That's the biggest problem going on today. And I'm gonna go ahead and call out the liberals on this - it's mostly from them. Sure, ultra right wingers are guilty of it too. But by and large, if you don't go "all in" with the liberal agenda, you may as well call yourself a hardcore right wing nutcase as far as they're concerned.

Yes. I am conservative concerning most issues, but socially I'm liberal. I tend to vote Republican much more frequently than I vote Democrat and I am 100% MAGA.

i don't know if i'd call myself socially conservative. i think gay sex is a sin and people who think they're the opposite sex are either stupid and begging for attention or mentally ill.

Well, a black girl told me on FB the other day that this was impossible. She also claims I don't have a right to have an opinion on female and black issues, as well.
But I tend to think I am both on many of the economic and social issues; but was told that to completely be socially liberal you wouldn't have the money to do it due to my beliefs in socially conservative.

Depends on how the terms are defined. If someone says that and means they are fiscally conservative and using our current definition of liberal, then no they cannot be.
If they are meaning they are classically liberal, then yes they can be.
