He probably misinterpreted what he was told as the national guard rolling around like after Katrina.
When in reality they told him drill will be cancelled that week due to the potential unrest.

I can confirm the OP's story. Surrounding agencies will be advised a Friday sobthat they can activate the personnel they are sending and the media will be advised the next Monday. Will be soon but only a few know exactly when.
