This "metaphor" is as fricked up as a football bat. "Watermark"? Like the watermark that we see on fine stationery?
I think that the writer meant "watershed" but, who the hell knows with all of the incompetence out there today?
I did a quick check of the definitions of the word "watermark" and found NOTHING that would support that "journalist's" usage of that word.
