If you actually have Google Earth, use the time warp feature or whatever it's called to look at historical imagery. It's been stored in that parking lot since 2011, always with that truck, and even has a point when it doesn't have wings at all.
I'm definitely on board with it being some sort of fire/rescue training plane. There is even an image with a fire truck in that same parking lot.
Also, the "bunker" first shows up in 2014.

Look at how clear the other planes are on the tarmca, no blemishes. Now look at the one you're referring to. My guess would definitely be a fire training hull. Appears to be burn marks all across the top.

That proves my point even more - why do they need a bunker in 2014? And why is it so close to that "plane"?
No way that is a fire fighting training plane.
And why is the place to the right fenced off with a very high fence. Very high.
There are no "burn marks" - the dark squares have perfect 90 degree angles and burns don't do that.
