Well, if you'd do some research on the facility itself, you'd see that it is also home to something involving the Federal Bureau of Prisons. So, maybe it's that? Or, you know, it is a fricking military air station that has civilians on it. Security is important. Airports and their buildings have fences all over the place.

why don't you go look at it in the birds eye view on bing maps. Theres a side view and you can see it alot better

As others have said, it's a simulator.

Fire, crash, rescue, dry procedures. Could be any.

Also why is a Naval Station there.

1) Military wanted one.

2) Some congressman brought home the pork.

Bingo, look at the scorch marks on top of the plane and I think the truck is the fuel supply truck to get the fire going so they can train.
