If he is expected to show up to do his job, his boss should be expected not to forget to sign his paycheck.

At least if the company was hurting, it would be understandable. It would still be as completely unacceptable as what he did to you, but understandable.

While your boss was totally wrong you are still just an employee with no clout. If you say anything it will be seen as coming from a malcontent a-hole. The fact that you were wronged will be quickly forgotten.

Find a way to feel even and whole or forget it. His attitude about getting you caught up will decide your route.

the key is to be really passive aggressive but make a joke out of it. "nah boss you did me a favor. I would have just blown this all at the boat anyway" then drop it.

Then start applying for other jobs, interview and tell him you are leaving unless they match your new salary

A boss who does not pay his employees on time is likely a boss you should consider not working for- it demonstrates lack of respect for you on his part.
