If this guy is so extremely corrupt, why did it take so long to oust him? Didn't owners and the various leagues have some sort of leverage to get him out without the need for a government's action?
It seems from listening to UK sports shows and reading the internet everyone, everyone disliked this guy and viewed him as corrupt.

In FIFA, all the money and votes are split evenly no matter the size of a country. All of the small, poor countries had no reason to get rid of him because things worked out better for them with him in power. There are a lot more shite countries than big countries, so the votes always went his way.

A lot of it is corruption and specifically that people think Russia and Qatar got WCs simply due to payoffs to top officials. This feeling is particularly strong in the England and USA who were potential candidates.
More than that, his entire tenure has been marked by extreme arrogance, childish shenanigans and patently absurd comments.
That much will change without him in regard to football increasingly catering to Russian, Middle Eastern and Asian oligarchies and monarchies is more in doubt as a quick look at the owners and major sponsors of most huge clubs will demonstrate.
