They exist, but aren't enforced. My Connection > Data Usage Meter. The 2nd to highest tier has a 700 GB usage "limit".

we reached ours one month about a year ago in BR. Cox send a message out. Think it was 200 gb or something around there. THE ONLY way we reached ours is because left streaming shite on over night(the kids tv shows on netflix) and we binge watched boardwalk empire and True Detective.
So, it's pretty fair on quota but sucks to not have one and now we do.

Absolutely the number one reason for these seemingly arbitrary caps.
However, I just checked my Cox usage, and apparently as of April I got a substantial increase in my not-yet-enforced data cap.

My cap went from 250 to 350.

And people wonder why these "free market" capitalists can't be trusted to behave without some type of regulation.
They want a fast lane so they can charge for it. They want data limits to protect their tv business. Eventually, they'll want you to pay for every kb.
