All of South Louisiana has a really bright future IMHO. That even includes (gasp) Baton Rouge.

I'd definitely go back to north la again

Probably Shreveport, New Orleans, and the North Shore.

This. Lake Charles is absolutely on the verge of exploding with growth. Hopefully the leaders have some inkling of what to do with it.
Baton Rouge is booming and has several projects underway or soon to be underway that are making/will make life in the city much better over the next decade.
Lafayette is booming with all of the operators out in Youngsville and Broussard. If you can live in the areas near ULL or River Ranch, it's a sweet spot with a little less traffic than BR and NOLA, better nightlife and food than BR, and a lot less crime than either.
New Orleans is undergoing a complete urban renewal. The new medical sector and the Lafitte Greenway combined with the tearing down of the Iberville are completely transforming the city. Michoud is booming along with several other large plants in New Orleans East, tech start-ups popping up all over the CBD and the Warehouse district, and home prices souring in Uptown. Crime appears to be on the decline, but it's still really bad.
