We had a pigeon die in our barn when I was young. It had a band on it, but all it said was "AUG '94". I assume it was a private band put on by an individual meaning it was born or caught in August of 1994 since it wasn't a standard "Avise Bird Band Write Washington DC...".

I browsed a little and apparently the "avise" are old federal bands.
