EDIT: NCAA Rulebook explains why INT return was a (EDIT 2) Mess

"Ball carrier A33 is running toward the Team B goal line. He drops the ball just inside the one-yard line and, thinking he has scored a touchdown, circles through the end zone and runs to his team area. There is no touchdown signal by any official. The fumbled ball hits the ground just outside or just inside the goal line, rolls along the ground in the end zone, and is declared dead there when it comes to rest and no player attempts to recover it. RULING: Touchdown. The ball belongs
to the team last in possession at the dead-ball spot. By definition an awarded fumble in the opponent’s end zone is a touchdown. (Rule 7-2-5)"

c. Behind or Beyond Goal Line. When a fumble or backward pass goes out of bounds behind or beyond a goal line, it is a safety or touchback depending on impetus and responsibility
(Rules 8-5-1, 8-6-1 and 8-7) (A.R. 7-2-4-I,
A.R. 8-6-1-I and A.R. 8-7-2-I).
Now to "impetus and responsibility". We have a rule for that.
Rule 8, Section 7, Article 1
"The team responsible for the ball being out of bounds behind a goal line or being dead in the possession of a player on, above or behind a goal
line is the team whose player carries the ball or imparts an impetus to it that forces it on, above or across the goal line, or is responsible for a loose ball being on, above or behind the goal line."
and Article 2, Subpart a
"The impetus imparted by a player who kicks, passes, snaps or fumbles the ball shall be considered responsible for the ball’s progress in
any direction even though its course is deflected or reversed after striking the ground or after touching an official or a player of either team"

I don't see how it is possible to field a ball in play and then retreat to your own goalline and then have a touchback. I do not believe that is the correct methodology.
I mean, why would they gain 20 yards for their penalty?

The "incomplete pass" non fumble was another terrible call.

didn't iowa also fumble, lsu recovered, but the refs just gave it back to iowa!!!

This..There just wasn't enough to overturn the call, and I would say that if it was first ruled an incomplete pass....either call should have stood with what was called on the field...His forward motion was all empty hand.

Is a key part of this that the ball goes out of bounds? The ball never went out of bounds and no one picked it up when it was laying there…..

This happened in the TCU Texas tech game and was called as a touchback and given to the other team.

that is what I understand. IF lsu had jumped on it, it would have been a touchback and lsu's ball on the 20.

It didn't go out of bounds though. It simply remained uncovered in the end zone. Therefore the team who fumbled was awarded the ball on the 1.

The ball was never recovered, thus going back to the place of the fumble by the runner. The refs did get that call correct. The previous Iowa fumble and forward pass call, they did not get correct

This is correct and if Iowa had jumped on it it would have been a TD. None of this explains why the Refs blew a play dead when the ball was live and clearly in bounds and live and not in possession of a player from either team. We see this from time to time on screen passes or bubble screens when the pass is a lateral and not a forward pass. The players from one or both teams think the ball is incomplete when in fact it is actually live. I can't recall which game it was but this just happened in the last week or so and a player pick it up and ran it for a TD. The fact that is being overlooked is that the play should have never been blown dead.

As a human, I would've probably blown the whistle, too. It was not even something I considered until they started showing the replay.
