this is literally what i was going to type out, but add Pan's Labyrinth. Closest thing to a perfect movie that I've ever seen. I can not think of one thing that I'd change about it.
Also, several of Herzog's films are up there, namely Aguirre: Wrath of God and Cobra Verde. Check those out if you haven't.
who are you and where have you been? we need people with good taste on this board
ETA: Forgot Seventh Seal . I'm getting CT/HD and Hero in from Netflix tomorrow. Haven't watched them in a few years and cant wait to watch them again. ill start a thread. come discuss

The first thing that came to mind was "Life is Beautiful" but after reading your post, I think for me it's slightly edged out by "Crouching Tiger, Hidden Dragon" because of the rewatchability factor

Pan's Labyrinth without question. An absolute masterpiece. A film where the original language really serves the story. Really can't beat it.
Other honorable mentions:
Princess Mononoke
Spirited Away
Crouching Tiger Hidden Dragon
The Seven Samurai
Let the Right One In

Great list, I'll go with City of God as my top though.

A lot of great choices on this list. I am familiar with many of these and look forward to discovering the few I haven't. One foreign film that is being overlooked because it was a hit movie in the U.S. is Das Boot. I wouldn't call it my favorite - just a great flick. An action packed guilty pleasure also not mentioned is Mesrine.

The Seventh Seal, The Virgin Spring, or Rashomon for me.
