So, if this were in place in 2024, a state that Trump did not win, he would have gotten the electoral votes of VA because he won the majority of the popular vote??

Aren't they like the 15th state to do this? I don't think it's actually able to be enacted until majority of electoral college agrees to it. Which it's getting very close to

True, but that is probably about the worst Dem nominee you could've had with no primary. That was not the norm. The dems in VA know this and are trying to keep their state from ever going to GOP in the POTUS vote.
