The attorneys would pay low-level street criminals $1,000 per adult they would recruit and cram into vehicles before slamming into 18-wheelers.

Seriously, this could lead to questions and investigations top to bottom of the whole Truck Crash Litigation enterprise. I would not be surprised if the Judiciary is tied in; we already know they are open to political/ideological corruption.
