Better to be affluent in an impoverished area or lower level in an affluent area?

Which scenario is more appealing?
Same amount of money / income for both areas but the environment around you changes.

You're going to have to be more specific with the details of the area.
Impoverished doesn't necessarily equal "bad" area.
A lot of rural areas are impoverished, but are also safe, quiet, and quite pleasant to live in.
So, give me that

Diminishing asset in the poor area. Look at the countless before and after photos of homes in those areas.

Lower average income overall, plenty of culture, poor condition roads, litter. Dollar stores and payday loan places.

Depends entirely on the area. Being poor in the middle of an area in which you can’t afford to buy or do anything would suck, while living in a mansion on an otherwise impoverished paradise island would be lovely.
On the flip side, if you can afford some of the “nice” things in a wealthy area, then being on the lower end is safe and lovely, while having a mansion in Haiti would suck.

affluence without competition for resources is the best case scenario. You can go broke quickly if you’re paying top dollar all the time just to enjoy yourself.

Yep, years ago my goal was to buy the smallest house in the most expensive neighborhood I could afford. For the most part, this equates to higher home appreciation and better neighbors.

If all you are worried about is being able to sell your house later, then ok.
But building a nice house in the country to live out your life, even in an impoverished area, seems like a better option.
Jackson Louisiana is an "impoverished" area, but it's safe, quiet, and friendly. You are trading extracurricular activities for that, but if you live in Mandeville or Covington you trade the quiet and close community portions offered in Jackson, however you also have more options for activities.
It depends on what you value more in life.
San Francisco is extremely affluent, but not safe or clean, or peaceful.
Iowa has a lot of impoverished areas, but is safe, clean, and peaceful.

We’re not “lower” class but are definitely middle class. We do not fit in very well with the affluence around us.
But I can go for a Saturday morning run at one of the nicest nature trails in the city of Birmingham. It’s 6 minutes from my house.
My kids go to one of the state’s best school systems.
My son’s on academic extracurricular teams that compete for state titles.
My son is close friends with someone whose dad is a physician at UAB with a super niche speciality. He invited my son along with a few others to spend a few hours at the hospital to see what medical research is like. My son came home with a ton of insight on what it means to be and become a doctor.
We have zero crime around us. None. I send my kids out to play in the neighborhood and never worry at all.
All of my neighbors are educated, two-parent homes, with very little drama.
Police, if ever needed, arrive in minutes.
Why would anyone ever pick to be rich in a poor area when wealthy areas are better at everything?

I would rather the area around me make me want to better myself and afford me better opportunities than to have people see me as someone to try and take advantage of. Hyper generalization, I know, but that's what came to mind first.

Lower Level in an affluent area. We made good money, but the majority of the area had “frick you” money. We had a great time. Safe. Lots for the kids to do. (North Woodlands)
Now I make more money, but we live in a semi-lower level area. People act like we’re filthy rich, because we go on vacation. There’s some people here with “frick you” money. Where we live is safe, but not a lot for kids to do. (Louisville Area)
Could just be a culture situation. Not to be confused with the “cultcha” thats on the west side of the city.

If you want to maximize value appreciation you should stay away from prime areas and buy a house in a place that is or will soon gentrify.
