Illegal immigrants voting in US elections is extremely rare. Hundreds of studies done on it. Here is a few:

If you are saying that they are letting illegals in and then legally converting them to legal immigrants who become naturalized citizens, their vote is just as valuable and meaningful as yours or mine per US law. They are a citizen.
Rigging the process of naturalization would be the only way to use illegals as voters that can change the outcome of an election.

It’s both. If they allow illegals in it is a matter of time before they, or their children, become citizens.
Also, in the 2020 election they voted by the hundreds of thousands. That election was unique, though.

The Biden admin literally paid airlines to fly in 1000s of illegals, mental patients, convicts, every month and paid hotels to put them up, gave them phones, cash and turned them loose on our streets.

14 States (democrat controlled) refuse any ID for voting. California passed a law that made it illegal to ask for ID. Minnesotta is one of the states that allows a voucher form to "vouch" for someone to vote that doesn't have an ID and they can list an unlimited number of people on that form. Some states have the automation set up that when you get a license, that you get registered as a voter.....Sure....rare my arse....

Your link from the CATO institute is based on the 2008 election, and it states that 15.8% of non-citizens voted in that election. Assuming 25 million illegals, that is 4 million votes. 4 million is not a small amount or extremely rare.
Consider that the illegal population was likely 25 million before Biden and probably more like 35 to 40 after Biden, and yes, that is a lot of extra votes.
When you have swing states being won by less than 50,000 votes, 4 million goes a long way.
The bigger issue is illegals being counted in the census and giving blue states more congressional seats.
