I think the list starts with Matt Millen but what others go on this list?

Nico Harrison & it’s not even close. The irony is he was doing a good job prior to concocting the worst trade ever in the history of the NBA.

Matt Millen easily. Worst record as GM in NFL history and oversaw a winless nfl team.

If Al Davis counts, then probably him. He was probably the only guy worse at drafting this century than Millen.

I think Vlade Divac passing on Luka in the draft is worse than what Nico did.

What Bill O'Brien did in his stint with the Texans was criminal. The DeAndre Hopkins trade in itself should've had him fired immediately. He was 27 at the time and a three time all-pro. He got a washed up RB (David Johnson) and a second round pick, and to replace Hopkins, he took on a huge contract and gave up a second round pick for Brandin Cooks. He vastly overpaid for Laremy Tunsil, who was a solid left tackle but not worth two first round picks.

He achieved the rare feat of trading a solid player to avoid paying them and turned around and paid more for their shitty replacements.

He left the team in shambles and if it weren't for the dumbass Browns giving the Texans a kings ransom for Desean Watson two years later, they would still be in the weeds.
