Who is trying to blow up the peace negotiations? If the US cia/military is involved in the targeting there ought to be plenty of court Marshalls , very publicly.
If its Nato, US contribution ought to be cut to 1 % less than the average nato country.
If its EU, all of their direct staff ought to be barred from entering the US
If its the UK, there is 100,000 Somalia's to be shipped there.
