This seems like a good deal, 25% plus China doesn't get the top end chips (still get powerful chips, just not the most advanced).

I don't think that they can, they have fabrication issues even with their own lesser chips. It's not like they can't buy the Blackwell already anyway, so if they could copy it they would have. JMO

Since "corporations don't pay tax, consumers do," the tax will be paid by China. We've been told that tariffs are passed onto the consumer, and there is no reason to believe that this one is special.
No conservative should have a problem with our enemy, China, paying extra. China isn't getting these chips elsewhere, so the "tax" isn't hurting Nvidia's sales. Nvidia was actually getting zero of these sales before, so this is a huge win for the American company, too.
There is no downside. Unless you just don't want these chips sold at all, there is no reason to complain about the details of the agreement.
