Shouldn't the question be about their intent? If there was no specific illegal order given to prompt these folks to "remind" service members to not obey illegal orders, the question is why issue the statement??

I believe they have seen too many narco boats being blown up and have seen their cocaine supply diminish. So they are trying to persuade the military that these are "illegal" orders that they don't and shouldn't follow.

Anyone who thinks they had honorable intentions is full of shite. It was a cheap, divisive political stunt that will not foster bipartisanship and could be damaging to the chain of command.
