Shouldn't the question be about their intent? If there was no specific illegal order given to prompt these folks to "remind" service members to not obey illegal orders, the question is why issue the statement??

As much as I can't stand them, they are correct. They specifically said "illegal" orders. They didn't give any examples of any illegal orders, but they didn't do anything wrong either.

I believe they have seen too many narco boats being blown up and have seen their cocaine supply diminish. So they are trying to persuade the military that these are "illegal" orders that they don't and shouldn't follow.
