Which is the worst franchise between the Cincinnati Bengals and the Cleveland Browns?

I think it's currently the Browns, but all-time, it is the Bengals. Either way, pro football in Ohio sucks.

Cleveland. Cincy has GOAT Burreaux and Chase and has been to a super bowl lately!

At least the Browns have several NFL championships, granted it was before Super Bowl era, but still.

And the franchise produced Otto Graham, one of the best QBs of all time, and Jim Brown, one of the best RBs of all time.

It has to be the Browns, at least for the last fifty years. The Bengals, for all their ineptness and frugality, have been to the Super Bowl three times and played competitive games in each one. The Bengals also have a winning record over the last two decades. Both suck, the Bengals suck less and are a middle of the pack team relative to the league over that time frame.

The Bengals went to the SB, and the AFCC within the last 5 years.
The Browns have won exactly 1 playoff game within the last 25 years.

How is this even a question.

In the past 20 years the Browns have had 3 winning seasons

The Bengals have made the playoffs 9 times in that span

This argument isn't even close in recent history

You basically answered your own question here.

Despite the Browns' ineptitude (and briefly ceasing to exist) over the last 30 years, they still have more playoff wins than the Bengals, and 4x as many HOFers.

Browns had a franchise leave and win two Super Bowls. They have something like 6 or 7 playoff wins in the Super Bowl era.

The Bengals are terrible, but they have at least been to 2 Super Bowls.

Neither franchise has a lot of bragging rights though.
