This is what's known as a rationalization.
The cognitive dissonance caused by his city going bankrupt and being overrun with crime cant be reconciled with his own inflated sense of mental and moral superiority he feels towards Trump.
So rather than go through self reflection which could lead to him having to accept that he isn't as great as he likes to think, he just deflects using racism and an unjustified belief in his own superior intellect.
Its pretty common with narcissists.
