I went into a store in hot springs and all the carts had 8 foot tall pvc poles bolted onto them. I asked what the deal was and they told me it was to keep the carts from fitting through the front door since so many had been stolen.

There's a spot off bawell, on balis I think, where there is a pile of dozens and dozens of carts. It's like they take a new one every time they go and just walk it back to their hovel

Many stores have started adding wheels that lock up based on whatever the programming is, i.e. leaves the parking lot or sets off the theft detection system.
Of course, they probably sell wheels at home depot and an industrious hobo could find the tools needed in the store, too.
