IDC if they tax solar and wind for using Chinese parts. I care that the people voting this monstrosity into existence don't even know what's in it.

We truly need single-issue bills and a Congress that does its job and votes on them.





A megabill mystery: New solar and wind tax comes as a surprise to Republican senators

"It's a secret, I guess," Graham told NBC News on Monday evening. "I don't know where it came from."

Sen. Lisa Murkowski, R-Alaska, was baffled by the provision, saying the excise tax "just came about" like it was "airdropped" into the bill before the vote Saturday to proceed.

"It wasn’t part of any consideration," she said. "It’s like, surprise! It’s Saturday night. And we looked at it like, where did this come from?"

"My view of it is — it’s just entirely punitive to the wind and solar industry," Murkowski said, adding that the Republican-controlled Senate is "looking at different options" to deal with it.

The provision would tax wind and solar projects if a certain share of their components come from China. It is ambiguously worded, and it would empower the Trump administration to iron out the rule.

Sen. Cynthia Lummis, R-Wyo., said she's "OK with that" when she was asked about the details of the provision. But she, too, was in the dark about who inserted it.

"You can add me to the group that doesn't know the answer," Lummis said.

They never know everything in these huge bills, either through not having enough time or not doing their jobs properly by fully examining them.

This bill has been around the till for a while though. At least they caught it. So I guess this is a good sign?

But yeah, who put it in there? That should be easily identifiable if things are done properly.

Okay - truth talk here - the filibuster (and I am NOT advocating for a change in the rule) is the reason we are at this point.

If we had 13 separate spending bills, each of them would have to be negotiated through the Senate with 60 votes. In this polarized post-Reagan period, that will never happen again. Can't happen without a major change in voting/representative philosophy. Both parties (generally) get their backs up and can deny the other side 60 votes.

And if they do manage to get something passed the President doesn't like, with 60 votes, that isn't enough to override a veto. The brinksmanship (performative theater, IMHO) has led to the "Omnibus" era and here we are. Without reconciliation, the majority party would never get anything passed, even with the President. When they are at odds, it is even worse.

That's why spending cuts never happen. You can't buy votes with spending cuts, in most cases, but you can damn sure lose them with those cuts. Dems buy votes with spending increases, Repubs buy votes with tax cuts.

Agree, though that is tough to do with spending bills.

And when they try to enforce the rules on reconciliation that provisions that are mostly policy changes are forbidden, this board loses its mind.

I can see the multi level chess in play. Make BBB so big with major issues addressed. Then circle back to deficit cuts in smaller or single point legislation.

Elon will run interference with primary threats to Rinos. Build majority numbers during midterm elections and ROLL.

It would take 10-12 years to break even and by then the turbine is worn out and needs to be replaced.
