Public restrooms: U.S. vs Europe

If you have been to Europe, you notice the distinct difference between American and many European restrooms.
Starting with their name (‘Rest room’ is American only). No resting in Europe. Toilet, Loo, Water Closet, Bano…to name some, is the reference term in many European countries.
Many Europeans have shared with me that they do not understand American stalls in public restrooms. The partitions and partial privacy of American stalls is noticeably different, compared with completely enclosed “closets” for Europeans. They tease that Americans, of all things to skimp on with their budgets, choose stall walls that do not reach ceiling or ground - not full privacy.
Got me to thinking,
1. Who has this right - US or EU?
2. Why do we Americans accept partial privacy in public restrooms?
3. Princess Diana vs Diana Ross?
Starting with their name (‘Rest room’ is American only). No resting in Europe. Toilet, Loo, Water Closet, Bano…to name some, is the reference term in many European countries.

The Brits do use "bathroom" which is what I typically call it myself. I am working on integrating "bloke" into my vocabulary.

The biggest differences I ever saw was the attendants who do not actually work for anyone associated with managing the bathroom they just kind of wildcat that shite.....and the fact that Europeans are expected to and will wipe their shite stains out of the bowl with the brush provided....I suspect the brush would get stolen in the US but almost every toilet in Europe has one at every stall and they are used. I don't recall ever thinking the bathrooms were cleaner or nicer though....smell about the same all over the world....
There is one exception I remember. Buccee's is the bar by which public BRs in the US are judged and rightfully so. There are 2 mens rooms at the main train station in Munchen, Germany that are privately owned and managed. How this happened I have no idea but they are actually owned and operated by a third party....sort of like a store in a mall except this is a store where the only thing sold is a nice experience answering calls of nature. They are IMMACULATE. They have at least 2 attendants in them at all times....always women when I was using them but they probably hire men also, I do not know. One of them is mopping continuously....the other one is wiping down sinks and when someone exits a stall they go in and clean that fricker like its their own personal shitter. When you are a the urinal the mopping one will be standing a foot behind you waiting for you to finish so she can mop up any that got away.....its the damndes shitter experience I ever had....when I lived there and folks came to visit I took them to see it like it was a tourist attraction...never failed to impress.....

Many European cities charge to use public restrooms, I'll keep my partition that doesn't reach the ground over paying to piss thanks, USA USA USA

In many EU countries I've had to pay a nickel or dime to use their WC, but the have an attended and they are clean, nice, and fully stocked with toilet paper.

When we went to Italy earlier this year most of the public restrooms had no toilet seats and TP was scarce.

With the only caveat that in office buildings it doesn't seem like they pump in very much AC. The brilliant shitters in my building were only sullied by sitting underneath a halogen light breaking a sweat. On the toilet, not an interrogation chair.

In America you can tell if you have a kinship with the guy shitting in the stall next to you by the type of shoes and socks they wear. Since the stalls don't go all the way to the floor, you can clean American restrooms with a garden hose.

Both.
Di was beautiful and incredibly fine.
Diana Ross was lovely and had a voice like silk.
That said, Japan has the best restrooms in the world. They are spotless, have bidets, and are normally private. This extends to toilets on Japanese trains, ships, and airlines. The only problem you might run into here is if the buttons for the bidets aren't translated. You might hit the lady function and get your balls pressure washed.
