Thomas Aquinas argued that while Christian charity commands us to love others as ourselves, the ties of family, community and citizenship fosters natural bonds based on proximity.
This is not to suggest that those existing outside our familial and community bonds are not worthy of our love, yet simply to say that those known to us are the first to demand our love because their proximity to us increases the intensity of that love.
Aquinas thus asserts we are called to prioritize our charity for family, neighbors and fellow citizens according to the specific bonds we share with them, thus ordering our Christian charity.

…out of charity, we love more those who are more nearly connected with us, since we love them in more ways. For, towards those who are not connected with us we have no other friendship than charity, whereas for those who are connected with us, we have certain other friendships, according to the way in which they are connected. Now since the good on which every other friendship of the virtuous is based, is directed, as to its end, to the good on which charity is based, it follows that charity commands each act of another friendship, even as the art which is about the end commands the art which is about the means. Consequently this very act of loving someone because he is akin or connected with us, or because he is a fellow-countryman or for any like reason that is referable to the end of charity, can be commanded by charity, so that, out of charity both eliciting and commanding, we love in more ways those who are more nearly connected with us.
….out of charity to love those who are more closely united to us more, both because our love for them is more intense, and because there are more reasons for loving them. Now intensity of love arises from the union of lover and beloved: and therefore we should measure the love of different persons according to the different kinds of union, so that a man is more loved in matters touching that particular union in respect of which he is loved. And, again, in comparing love to love we should compare one union with another. Accordingly we must say that friendship among blood relations is based upon their connection by natural origin, the friendship of fellow-citizens on their civic fellowship, and the friendship of those who are fighting side by side on the comradeship of battle. Wherefore in matters pertaining to nature we should love our kindred most, in matters concerning relations between citizens, we should prefer our fellow-citizens, and on the battlefield our fellow-soldiers. Hence the Philosopher says (Ethic. ix, 2) that "it is our duty to render to each class of people such respect as is natural and appropriate. This is in fact the principle upon which we seem to act, for we invite our relations to a wedding . . . It would seem to be a special duty to afford our parents the means of living . . . and to honor them." The same applies to other kinds of friendship. How do you square this with Luke 6:32 - 36 where Jesus talks about loving your enemy and that there is no real credit in loving those who love you as even sinners do that. We are called to a higher standard as Christians. We are to love others in a way that is radical and beyond what the world would expect. We are to love those who are marginalized and hurting. That is clear from the gospel. That is what Jesus did, and we are called to the same.

No conflict. You can love your enemies, but still put your love of family etc above your love of those enemies.

Jesus helped them where they were. We encouraged women and children to trek thousands of miles and endure torture, rape and death. As Christians we should seek to help them in their native lands and cultures. It's called missionary evangelism.

J.D. Vance is a convert to Catholicism. Most Catholics will attest that adult converts to the Catholic faith in many instances are more knowledgeable on Catholic doctrine and the traditions of the Catholic faith than many cradle Catholics.
This is because adult converts to the faith have made a conscious decision to embrace the faith and become fully immersed in Catholic doctrine. Like all faithful and informed Catholics, Vance is thus fully capable of distinguishing between traditional church teachings and the progressive political musings of leftist American boomers.
Then Cardinal Prevost‘s pronouncement on ordered charity was not a declaration on an article of faith yet a matter of personal opinion. And despite the confusion by the late Pope Francis (R.I.P) on the matter of immigration, the Catechism is crystal clear on this issue and nothing J.D. Vance has said about immigration is at odds with Catholic doctrine.
The Catechism without doubt teaches that Christian charity instructs Catholics in wealthy nations to welcome immigrants seeking a better life. Yet it also clearly states that sovereign nations have a right to control their borders through immigration laws and immigrants too are instructed to respect those laws:
The more prosperous nations are obliged, to the extent they are able, to welcome the foreigner in search of the security and the means of livelihood which he cannot find in his country of origin. Public authorities should see to it that the natural right is respected that places a guest under the protection of those who receive him.
Political authorities, for the sake of the common good for which they are responsible, may make the exercise of the right to immigrate subject to various juridical conditions, especially with regard to the immigrants’ duties toward their country of adoption. Immigrants are obliged to respect with gratitude the material and spiritual heritage of the country that receives them, to obey its laws, and to assist in carrying civic burdens. Catechism of the Catholic Church: 2241.

I agree with Ordo Caritas, but, I'm sure that we must never interpret the doctrine to mean "be UN-charitable to some, and charitable to your preferred group".
