Someone from the area will need to explain to me some reason for this phenomenon to exist.

Street racing has been an issue in and near cities for a while now.

It’s kinda weird that kirby hasn’t gained control of Athens PD.
Saban had great control of Tuscaloosa.

They are competing with Alabama on and off the field.

They let the star defensive tackle go home for hours after being involved in his friends dying in a street race...

I'm not sure why the university president doesn't step in and go medieval on that team. Make Kirby look like the good guy that stuck up for his players but step in front of that team and tell them shite is about to get real stupid. Ban the team from having cars on campus for a semester or two, put them all in dorms, no off campus housing, just be an a-hole. It's obvious no lessons are getting through. Haven't they already sustained multiple fatalities from driving accidents?

They need to hire a driving analyst, or at least, a high school coach with a successful record at teaching drivers ed.
ETA: My high school coach, when I was 15, in Kosciusko, MS, was a bad man that I was truly afraid of. Art Nestor was an old school educator, who had no qualms about yelling on the field or in the passenger seat. I distinctly remember his favorite phrase during driving instruction was, "The back end doesn't follow the front end!"
He'd yell it anytime I started running over those orange cones he'd placed for us to drive around. I think those UGA scholars would benefit from that kind of tough love. Coach Nester had a thick wooden paddle with holes drilled thru it, and he knew how to swing it.
I'd suggest they hire someone like him, and let him bring the paddle.

Kirby controls that entire school.
He tells Brooks (AD) and Morehead (President) what to do and when to do it

That's not possible, especially in the NIL era

Sure, you're sure. Georgia isn't playing football in the Northeast.

And add more incentive to transfer after all that work to NIL land the players? Pampering and coddling and irrational fandom has created Teflon "stars" before they were stars, and with no consequences for leaving, players know they have certain rabid locals wrapped around their NIL fingers. Integrity was never CFB"s forte but it's getting more shameless by the supposed adults running things.

ACCPD has been a problem since I went to school there in the early 90s. Complete bunch of assholes with nothing better to do than harass UGA students (not just SAs).
The UGAPD under Jimmy Williamson was no better.

That apartment obviously threw itself in front of that poor underprivileged young man.
