Donald Trump is a fricking business man not a scientist you moron.
The best he can do is cut the red tape and free up the scientists and doctors to do their job.
You expect him to be able to evaluate a scientific journal article on the efficacy and safety of a new vaccine?
He did his job. The scientists and doctors tasked with delivering a safe and effective vaccine vaccine are the ones who failed.
