This one is one the delivery guy. Per the article, his company gave him the choice to not deliver pizza during the storm:
“ The restaurant added that they gave workers the option to stay home during the storm if they didn’t feel safe.”
The fact that they gave him a $2 tip is another issue.

After finally traveling to other countries, I never realize how inefficient the tipping system is. Why not make employers pay employees accordingly and make this a no issue? If you give power of the customers to pay your employees, don’t be surprised if this happens. Why play with fire? Pay the employees and everyone is on the same page.

Tipping promotes good customer service.
As bad as many are, just imagine if they were guaranteed to make X dollars no matter how poorly they work with the public.
