Former New York City Police Commissioner hired by N.O. to review security

New Orleans Police Superintendent Anne Kirkpatrick announced Bratton’s hire on Wednesday during a City Council committee meeting, the first public hearing since the New Year’s Day truck attack on Bourbon Street that killed 14 people. Bratton’s work for the city will be paid for by the New Orleans Police and Justice Foundation, a group that funds legal representation for city officers and raises money for police-related causes.
Security experts have criticized the lack of barriers in place that might have impeded Shamsud-Din Jabbar’s three-block path down Bourbon. They have also pointed to the minimal crash test ratings of new bollards that the city was in the process of installing at the time of the attack.

Bratton, 77, served two stints as police chief in New York City. The first came under then-Mayor Rudy Guiliani in the mid-1990's, when Bratton was heralded for implementing the “broken windows” theory of quality-of-life policing that was credited with reducing crime in the Big Apple.
Bratton, who had previously served as police chief in Boston, went on to lead the Los Angeles Police Department from 2002 to 2009. He later returned to New York City to again lead the NYPD from 2014 to 2016, when he retired from policing.
Bratton currently serves as co-chair of the Homeland Security Advisory Council, which makes recommendations to the Homeland Security secretary.

Shouldn't Homeland Security access threats and weaknesses and advise large cities?

Let me tell you something about the NYPD. I’ve worked with a lot of them over the years and I’ve never met one that was worth a shite. They’re arrogant and unprofessional. They’re poorly trained and refuse to adhere to policy and procedures from elsewhere because that’s not how they did it in NYC.
A former commissioner isn’t even a Cop. They’re a politician. If they were once a Cop, it was a long time ago.
If you want to hire a quality consultant, hire a people that were not above Captain and still fit into a uniform.

This guy gets it. FWIW, I have met and had a bourbon with Bratton at a conference. He's a sharp guy. If I was hiring someone to tell me how to top down reorganize the NOPD, he wouldn't be a bad candidate to do that. But if I want someone to give tactical advice on current threats... He is years and years removed from that.
This sounds good but is a terrible decision. It's just like every mid sized city mayor that hires a "retired FBI Agent!!!" as a Police Chief. Here's some news, the FBI aren't police and those retired agents have no fricking idea how to run a police department. But it sounds good.
So, this politically motivated decision sounds great, but its not. Go find me a guy who ran security for the Green Zone in Baghdad or designed US embassy security overseas. Those guys know some shite but don't sound good in a press release.

This is all CYA act like we are doing something. They paid millions for a consulting group to review 2 years or so ago.
Their findings were to basically disband all specialty units other than homicide and put everyone out on the street due to their critical shortage.
