Well considering they are both a drug/human distribution node and facilitate the movement of street cash back into the cartel's hands maybe, just a thought here, they should be arrested and criminally charged. Oh, and facilitating many others for breaking other US laws.

Their primary purpose is circumvention of the limitations placed upon the government by the Constitution, but still using illegally procured taxpayer money to do so.
