Maybe, but they also have a guy named Jared Jones who's fastball and slider have been rating in top 5 in MLB this year.

That's 100% not true. The top two finishers for Rookie of the Year are automatically awarded a full year of service no matter how much service time they accrued that season. It happened with Adley Rutschman two years ago. Adley wasn't called up until late May but he finished runner-up for ROY to J-Rod so he ended up getting the full year of service time anyway.

No they don't, as I explained with the new rookie of the year rules.
The top 2 rookie of the year vote receivers in EACH league get service time counted this year.
It's very possible for him to get called up right now and STILL be in the top 2 in the national league if he dominates.

How long do they have to keep him down there in order to get the extra year?
IMO with pitchers' lifespans varying so bigly the Pirates should just throw normal "strategy" out the window and let the kid eat in the bigs. He seems like the type of guy who'd appreciate that and would repay them with a sense of loyalty down the road despite them "losing" a year contractually.

Right, but there is no evidence that babying the arm and placing these pitch count and innings limits on pitchers is reducing injuries. Guys are getting hurt left and right even when clubs are careful with them. Skenes himself has indicated that he's wanted to throw more often than they've allowed.

The service time thing makes some sense, but it's also not as relevant for pitchers since they get hurt all the time these days. You need to get what you can out of them while they are still affordable and healthy. There is no guarantee this guy is going to be some decade-long cornerstone player.
And if he comes up and wins ROY, they get an extra draft pick, which was supposed to incentivize teams to call up their best prospects when they're ready, which Skenes very clearly is. With the expanded playoffs, no one is out of it at this point (except the truly awful teams like the White Sox). Play to win games with your best players.

Baseball is so weird that you have to spend a couple months of even years in the minor leagues to make it to the big leagues

It seems they are gonna intentionally prolong extending his outings gradually so that by the time they call him up he won't be able to start enough games to have a shot at rookie of the year votes.

If it was just about picking the best 25 guys, Skenes would have been on their roster out of spring training. They may not be doing things as badly as the Cubs did but they’re still doing it
