Taking upskirt pictures of unsuspecting women is a bitch move and creepy AF. The creeper should get his arse kicked by a boyfriend, girlfriend or relative, but are there really a lot of girls in Fred's under 18?

Fake IDs are kind of normal for stuff like this. It’s not all that complicated and doesn’t take a major crime ring to pull it off.

While very true, it may not be illegal since she's in public and doesn't have an expectation of privacy (assuming she's 18+). Or she may have even consented to the photo.
