Hurricane Katrina refugees being housed in the Astrodome were 'underprivileged anyway, so this is working very well for them. No wonder they've stayed. They're so spoiled.'

Well the article you linked gives some sort of answer to your question, assuming you read it.
A lot of this could have been avoided with smarter, more fiscally responsible people managing the city during COVID. Not that it started there, but it definitely could have been remedied at that point.
