TBH my interactions with the state of Louisiana have invariably been more tedious and frustrating than the feds. I may not like what the feds tell me but I can usually get a straight answer. It's a crapshoot with the state whether somebody knows what they're talking about or gives enough of a frick to return my emails.

The State Dept. at least since WWII, has been running the country's foreign affairs & look at how messed up this country's been since then. It is comprised, to a very large degree, of Good Ol'Boys, Old Money Ivy League alums & nepotism has always run rampant in its halls. Its wokeism flies way below the radar but is very very deadly.

Side of the road, middle of the night encounter with a local Deputy or other well-armed power-hungry bigot-bully. Remote location would make it even worse.
It would be much less stressful if the FBI flipped open a badge on me. Middle of the night ATF or DEA visits, often go sour really quickly.
Side issue.
I was the Officer, of regulatory contact for a drug company that made schedule 1 drugs. We were often visited by DEA agents for unannounced checks and paperwork review of batch records, test data and storage security. They always came in groups of two. We had a guy once who kept his hand (casually) on the butt of his Glock (holstered on his hip) the entire time he interviewed me on one visit.
When they left with zero problems noted I asked him when we shook hands goodby in the front office if he always did that. He smiled and said he had no idea what I was talking about. It bothered me enough that I signed a witnessed statement with our corporate lawyer and had the company retain our video tapes of him while we were together in the warehouse, etc.

I second the EPA being top of the list. The amount of shite they've caused for farmers, hunters, car buyers, is endless.
I'm surprised nobody mentioned the CDC. They were an agency in the shadows until 2020.
There could be a wheel spinning contest depending on the day of the week, but allowing any agency to create crimes through administrative, rather than legislation is the ultimate frick you to the people. That applies to all of them. Department of Education, IRS, ATF, etc.
