What percentage of people have had any real life dealings with any of these agencies? The hate really comes across as some conspiracy theory boogeyman stuff. Most of the people I know in these agencies used to vote republican.
Everyone hates the IRS and always has. I think the FBI is corrupt but I also think it's still necessary and does a lot of valuable stuff.
The ATF is useless.
I'll add DOL, which is awful.

If you spend money, you pay tax. You can make a bozillion dollars and as long as you spend absolutely none of it, you pay no taxes. I'm ok with this because rich folks spend lots of money.

The EPA rulings that eliminated freon propellants on Asthma puffers have killed people. Sadly, even CBS 60 minutes won't touch it. They could have allowed freon in prescription inhalers so easily, had some dick headed bureaucrat not just arbitrarily denied it because they could.

The EPA is about 80% too big. I think it’s necessary but way over bloated and given too much stroke.

Depends largely on the news of the day, but generally, it's ATF or the FBI.
