I'd have to imagine trying to finish this story would be like a song writer going back to a time when they produced a hit single, or album, then trying to get back to a that mental state which allowed them to produce the work in the first place. But they can't recreate that feeling because they've lived so much more and moved on. They aren't the same person as they were 15-20 years ago.

Except the fat man didn’t take a 15-20 year break from writing. In fact he didn’t take a break at all as he’s released other projects and books in the same universe since the last asoiaf book.
What really happened is the GOT showrunners ruined his ending about bran ending up on the throne, the fans hated it, and now he’s basically re-writing the entire ending and doesn’t know how to finish it

He definitely took a break from “this” story. Which is what the whole point is. And the Game of Thrones TV series collapsed after he had reached the end of his own story and stepped away from giving Dave and Dan tips on how to proceed. Then the idiots admitted they had no clue what they were doing in a podcast which cost them a Star Wars trilogy… But that’s another story.

One could say we owe GRRM a lot of leeway for saving us from D&D’s Star Wars.

It’s pretty well known that he gave D&D the ending to the major characters. It was his original idea. I don’t trust anything the man says about them “distorting” it after the fact because he lies out of his arse on a regular basis.
What happened was it was a shitty ending and he used GoT TV to test run it. And since no one liked it he’s having to rewrite it.
The larger issue is he’s been stuck in the Meereeneese Knot since A Dance with Dragons and never got out. He lied to publishers at one point about being close to done (even called them in to set deadlines) and then finally had to admit he wasn’t.
D&D may be shite writers but the fault falls on GRRM for it being a shitshow. He stopped providing content for them to use and then wants to cry about it not being how he wanted it.

The outline of Aegon’s Conquest is already written and published some years ago. A fairly detailed version of it is in Fire And Blood, the same book used as the basis for House Of The Dragon.
The broad strokes were already in the main books anyway by talking about how certain kings knelt to him, how Harren The Black got melted at Harrenhal, how the Gardeners were the original kings of the Reach but were wiped out during the Conquest and replaced by House Tyrell, etc.
The amount of effort that he would have to put into anything like this is not exactly high compared to most other spin-offs which would be created whole cloth.

Considering how many characters either got adapted out or ended up substantially different from the books, I’m not going to dismiss GRRM’s claims out of hand.
Simplest things to illustrate this-
1. Barristan is still alive in Winds Of Winter and is a POV character but got killed off well before that point on the show
2. Aegon VI never appeared on the show but is a major focus of the build to Winds Of Winter.
That’s an entire major plot line which couldn’t be done because they either couldn’t fit it in or just didn’t give a frick. Given how they treated Barristan’s actor when he pointed out his character was still alive in the books, I would lean toward the latter.

There are a lot of scenes from the conquest that would be cool to see, but Aegon pretty much wrecks shop when he decides to take Westeros.

As with any character dense book adaptation, characters are going to get left out. That’s just part of the adaptation to screen. And not something exclusive to D&D.
