The walker because she could have just sidestepped to the left 3 feet. The cyclist had two dogs, and her hands full.
The Walker was a count, even called it early, “I’m not moving!”

Cyclist - on the wrong side of the path and should have adjusted or stopped when she saw she was about to run right into the pedestrian
Pedestrian - while in the right, could have done better to not be a total dipshit and stepped aside

cyclists think they have the right of way against cars and also against pedestrians. add to it that this retard had two dogs as well, taking up over half of the trail...definitely the cyclist was in the wrong.
that said, the pedestrian could have jsut stepped off the road and avoided the whole thing, which is what i would have done and have done many times. not worth it.
