I'm okay with that if they can do it without gerrymandering.
The courts requirement is that we gerrymander the hell out of our state. The blacks voters are spread out all over the place and it's extremely difficult to have a logical, concise district of about 750,000 people that is majority black - much less two of them.
What the court is demanding is not logical and likely illegal.

The federal judge ignored standing precedent and required 2 racially gerrymandered districts.
You could achieve this with a more reasonable 5th in Northeast Louisiana being the other district, but Landry wants the lost seat to be Graves.
In order to meet both goals you need the screwy map.

1. Judge tells state to add minority district. Had nothing to do with Graves.
2. Instead of fighting in court, Landry decides to use this to screw over Graves.

There aren’t enough blacks in North La to create a geographically logical black district up there. Hence why all of the maps have to combine Shreveport with NBR.

The legislature is redrawing the map, not the Governor. This is the same personal gripe so many had with Landry during his campaign. Certain posters have deep personal issues with him and will stop at nothing to blame him for everything.
If the districts aren't redrawn then the liberal judge will appoint someone. The judge gave them a deadline. How is this Landry's fault?

Nowhere, everywhere.
Blacks reside throughout the state. There aren’t any areas that would allow for two black districts without networking parishes in different areas of the state.
Currently the majority black district includes parts of BR and NO with several if the River parishes.
To create a second majority district is even more problematic.

The issue isn’t Landry’s fault, but he elected to get involved and selected a plan to endorse.
Why did he choose this plan to back and not one of the others? It certainly looks flawed.

I agree, however, EBR has a large black population. That just so happens to be Garrett Graves district. While EBR itself doesn't have enough of that population to create a district within EBR by itself, it does have a large portion of whatever gerry mandered district they create. Thus Graves district being affected by this rezoning isn't unusual, and the lashing out at Landry over this is nonsensical and goes back to many posters personal issues they have with Landry.
I'm not even a big Landry fan, but the intense hatred some have against him is strange.
