If you were picking a state to pick up some land to put down roots ~1 hour from a major city, would you rather be outside of Dallas or outside of Knoxville?

Would depend on what direction

An hour radius from each could bring you to some different places

Knoxville would be my pick. Much prettier country. But both are good options.

Putting down roots like, Raising kids? Consider the schools.

Putting down roots like first home? Consider the resale and tax implications.

San Antonio or Knox would be tough....1 hour out of SA puts you in some beautiful TX hill country areas....similar to TN.

I'd pick TX.

Dallas

I am super biased even though I love Eastern TN but there are so many good bass fishing lakes close to Dallas. Lake Fork has fallen off tremendously but still churns out a lot of DD bass.

Depends on which portion of Texas, but in general I would vote for Tennessee.

More places to visit for quick trips from Tennessee.
