Alabama prison to cost over $1 billion

What's not to like about getting one prison for the cost of two?
It's unbelievable how dumb this state is.

State construction projects are the MIC of Alabama. So much grift and back door money it’s not even funny. About 25% of that $1B will end up in private pockets.

There are at least 100 towns in Alabama that cost less than $1B- just buy one and put a wall around it

Angola holds 6300 prisoners. I wonder how much it would cost to build. Surely nowhere near $1B?
