People will have to breakout the psychometric chart to translate temperatures above 90 to determine if those temps are equivalent to 90 degree wet bulb (100% humidity) temps.

Those are the same "guidelines" we were using in 2006, when I was monitoring our Security force in South Texas. The Wet bulb/Dry bulb data were used in conjunction with biometric data that monitored heart rate, respiration and core body temperature. We also used "recovery rate" as an administrative tool.
Bottom line? They could not do their job, especially while wearing black uniforms and ceramic body armor.
So.., we stopped monitoring it as closely.

I am not necessarily supporting the OSHA rules / suggestions...
But to be clear, 90deg wet bulb is very very hot.
100 deg F with 66.6% humidity is 90deg wet bulb according to online calculator.
I think it is actually a little more complicated (also depends on sun angle and cloud cover and wind).
It is easy to measure. But I think 90 wet bulb is rare even in Baton Rouge.

Hate to break it to you, but this has been coming for at least 6 years. I was the "safety guy" at a plant and the corporate mandate was to follow the proposed crap way back when. Thankfully, after 29 years, I can do something completely different in semi retirement

Of course no company will be able to follow these regulations as they are written, which is the point. This puts every company in a situation where they are always out of compliance, and vulnerable to OSHA fines or lawsuits.
The whole concept of OSHA even existing, especially on a federal level, is completely out of bounds with the Constitution.

I’m having a new home built, and there are several South/Central American crews working on hardscape, pool and landscape. It’s hot as blazes, and they’re working 11 hour days, no railings around dropoffs, and balancing on top of ladders. It’s awesome! These guys deserve every penny they are being paid - and more!

Wet Bulb? Not even the Army abides to the Wet Bulb. Except maybe black, but that's after several soldiers have fallen out.

I had a similar experience when building my new shop/studio, a few years back. They were great and anytime I asked anything of them they would nod their head yes, (whether they understood, or not).
I always wondered how the NFL handles this work/rest regimen. They seem exempt from OSHA regs.

The old-school pipeline trick was to deliberately let the access roads go to shite to where any unwanted visitors would have to call for someone to come and rescue them. At that point you're setting the itinerary.

Why not just shift the work to night when temperatures are 20 degrees lower. Sure its takes lights/generators but that is cheaper than osha daytime compliance

I believe that chart was adapted (or stolen) from sports related applications. This is where it makes more sense to reduce work loads and intensity, but of course don’t expect anything osha does to make sense.
