He grew up in Tampa, FL and never rode a horse. When you wear cowboy boots while never riding a horse, you're just wearing high heel shoes.

Meh... Alot of "men" wear cowboy boots that have those heels. Personally, I never wear cowboy boots but I know many men that do. Not to take away from your post maybe he is wearing boots to gain a couple inches, he isn't very tall.

They look like regular leather-soled cowboy boots. The heel is to prevent the boot from slipping through the stirrup.

JFC, those are standard heels for western boots. The design was originally to keep the foot from sliding too far into the stirrup of your saddle.
